Read these conditions alongside the entry rule. Where official guidance does not state a condition, that is not confirmation that no condition applies.

Who qualifies
You need an ordinary Indian passport valid for at least 6 months, plus one of these: a valid visa, residence permit or Green Card issued by the United States; a valid visa or residence permit issued by an EU country or the UK; or a valid residence permit issued by Japan, South Korea, Australia, Canada, Singapore or New Zealand. Family members of an eligible holder are included.
Dubai's residency authority, which runs its own version of the service for US, UK and EU documents, also asks that your US visa or Green Card, or your UK or EU residence visa, be valid for at least 6 months.

How to apply
Apply online through the ICP smart services website or app, which needs a UAE Pass login, or through the GDRFA Dubai smart services website, where you register as a user. Fill in the form, upload your documents if the data is not retrieved automatically, and pay. ICP lists a completion time of 2 days; GDRFA Dubai lists 48 hours and emails the visa after approval.
The UAE foreign ministry describes the scheme as a visa on arrival, but both service pages describe an application made before you enter, so apply before you fly.

Documents and fees
Have your passport, a personal photo with a white background and a copy of your qualifying visa, residence permit or Green Card ready. ICP lists AED 100 to issue the 14-day visa or AED 250 for the 60-day visa, plus AED 100 for smart services.

Stay, extensions and overstays
Each visa must be used within 30 days of issue. The 14-day visa counts 14 days from your date of entry and can be extended once, for the same length, while you are in the UAE. The 60-day visa is single entry and cannot be extended. Leave before your permitted stay ends: overstays are fined AED 50 a day.

Without a qualifying permit
If you do not hold one of the qualifying visas, permits or Green Cards, you need an entry visa before you travel. Abu Dhabi's residents office says a sponsor applies for it: an airline, a hotel, a tourism company, a company based in Abu Dhabi, or a UAE national or resident. Your passport must be valid for at least 6 months, and you must not have been deported from or banned from entering the UAE.
